Gabrielle has been researching how social services, such as early learning, aged care and child welfare, are organised and delivered for more than 25 years. Her work examines how policy and funding arrangements shape both service quality and equity for people using social services, and employment and working conditions for the staff who deliver these services. Through research-based advocacy, she has contributed extensively to national and international debates on reforming social care systems to better serve the public interest. She is a member of the Work + Family Policy Roundtable.
